I would consult your doctor firstly before starting any type of cardio and strength training regime.
If your doc gives you the ok I suggest you start out slow, doing 2 or 3 times per week of moderate cardio exercise such as brisk walking or a slow pace on a treadmill or cycling machine.
Along with the cardio start to lift some weights 3 times per week. Start with light weights that give you enough resistance so you can do 8 - 10 reps. Don’t try and spot fix just your chest, It doesn’t work like that, you need to do an overall weight training regime including chest, back, legs, abs and arms.
Some specific exercise you should do is bench press, shoulder press, squats, bicep curls. If you google those terms you will find videos and further instructions on how to do them.
If you can maintain an exercise routine comprising cardio and weight training, 3 or more times per week, along with a good low fat diet for several months you will notice a definite improvement to your overall body including your man boobs.
